Guidelines for Financial Assistance to Authors under Production of Folk Literature


  1. Applications for assistance have to be submitted in the form prescribed at Annexure I, which can be obtained from the Directorate of Arts and Culture or from the district offices of the directorate.
  2. Eligibility:
    1. Textbooks, Ph.D. Thesis, Reprints etc., are not entitled for assistance under the scheme.
    2. Books, which have received financial assistance, previously will not be considered.
    3. Financial assistance will be extended to one author for one manuscript in a give year.
    4. In case a manuscript has two parts, such as part I and part II, the Committee as formed under Rule 6 may exercise its discretion to allot funds to those who deserve special consideration for publication of the two parts in consecutive years. This would, however, not normally be encouraged.
  3. Selection Process: A Committee as below will assess the quality, etc., of the manuscript Members:
    1. Principal Secretary/ Commissioner and Secretary/ Secretary Arts and Culture Department - Chairman
    2. Director of Arts and Culture - Member Secretary
    3. Nominee of Khasi Author's Society - Member
    4. A Teacher nominated by the Khasi Department, N.E.H.U. - Member
    5. A Teacher of Garo Language nominated by the Shillong College - Member
    6. A Teacher of Garo Language nominated by the Lady Keane College (Garo) - Member
    Members from outside the Department of Arts and Culture will receive an honourarium amounting to Rs. 500/- per manuscript subject to a ceiling of Rs. 1,500/-
    1. Each year, upto five best manuscript will be received financial assistance, irrespective of the language. Selection of the manuscripts will be made by taking into consideration factors such as the style, presentation, originality, relevance and upholding society ethics.
    2. The Director of Arts and Culture will circulate the valid manuscripts in advance to various members for their assessment.
    3. While assessing the quality of the manuscripts, weightage will be assigned as follows:
      1. Style -20%
      2. Presentation -10%
      3. Originality -20%
      4. Relevance -30%
      5. Upholding social ethics -20%
        Total -100%
        Each Committee member will score the points independently and confidentially.
      6. On the basis of the score achieved above, the best manuscripts would be awarded the assistance as per requirement. The decision of the Committee on the assistance given will be final.
  4. The authors shall have to publish the book within 6 months from the date of receipt of the assistance.
  5. An agreement has to be signed between the Director of Arts and Culture and the Author, as per format in Annexure II before receiving the financial assistance. The directorate of Arts and Culture will have the translation rights to books and works published under this scheme of Assistance.
  6. The successful author will have to furnish 25 complimentary copies of their book each to the Director of Arts and Culture within 6 months from the date of receipt of the assistance. These copies will be distributed to Libraries in the state by the State Librarian.
  7. To ensure proper utilization of the grant, the author shall submit Utilization Certificate along with the detailed statement of Account latest by the day following the expiry of 6 months of receipt of the grant, as per format given in Annexure III
  8. The copy right of the publication will remain with the author concerned.
